The inclusive approach is at the very heart of the United Nations International Convention on the Rights of Persons with Disabilities. It commits us to promoting the full enjoyment of human rights and fundamental freedoms by all, without distinction or exception. It recognises that any discrimination based on disability, including the denial of reasonable accommodation, is a denial of the inherent dignity and worth of the human person. Like the reports, texts and recommendations of national and international bodies, it supports the changes needed to bring about an inclusive society. It calls for a reconsideration of the educational, social and economic policies and programmes that are inextricably linked; a review of the measures taken to ensure that laws are respected and applied; the identification of obstacles; and the combating of discrimination and abuse.
